COP31 Antalya 2026: confirmed dates, venue and listed hours

COP31 Antalya 2026 is scheduled for Monday, 9 November, through Friday, 20 November 2026. The UNFCCC names the Antalya EXPO Center in Soğucaksu, Antalya, Türkiye, as the location. Those are published conference basics, rather than a claim that every programme detail or negotiated outcome has already been settled.

The UNFCCC COP31 session page displays the session period as 9–20 November and lists 09:00–18:00. The displayed listing does not identify a time zone, nor does it give a complete daily running order. It would therefore be inaccurate to convert those hours to another zone or present them as a confirmed schedule for every individual meeting.

The participant-information page says logistical information will be updated as it becomes available. That makes the UNFCCC conference and participant pages the appropriate reference point for later changes to access, logistics or formal documents. A Presidency programme page can add host-event information, but it does not replace the UNFCCC record for the treaty sessions.

The calendar from the Pacific Pre-COP to the Antalya close

The formal Antalya conference runs from Monday 9 November through Friday 20 November 2026. Before it, Fiji, Tuvalu and Australia are partnering on the official Pre-COP ministerial meeting and Leaders’ event from 5 to 8 October. The UNFCCC describes these events as an opportunity to build momentum for negotiations in Türkiye; they are not COP31 itself.

In Antalya, the Presidency has scheduled the World Leaders Climate Action Summit for 11 and 12 November. That places it on the third and fourth days of the conference. Leaders’ statements and bilateral diplomacy can create political attention, while the treaty sessions continue through established UNFCCC channels. Readers should not treat a summit appearance or a speech as proof of a negotiated outcome.

The Presidency’s thematic calendar opens with Food, Agriculture and Health on 9 November and Energy and Transport on 10 November. It lists Zero Waste for 11 November, Resilient Cities and Built Environment for 12 November, Finance and Trade for 13 November, and Children, Youth, Education and Skills for 14 November. The programme calls 15 November A Breath in Antalya, with social and cultural programmes.

Science, Industry and Technology is set for 16 November; Ocean, Seas, Nature and Land Use — Rio Synergy for 17 November; Human and Social Development for 18 November; and İmece: Enhancing Implementation for 19 November. The Presidency labels 20 November Final Negotiations. That final-day label is a programme plan, not an assurance that all talks will finish on time or that delegations will agree on every matter.

What the UN climate conference meetings actually do

COP31 is one part of a combined UNFCCC conference. The same Antalya gathering also includes CMP21, the meeting of Parties to the Kyoto Protocol, and CMA8, the meeting of Parties to the Paris Agreement. The Subsidiary Body for Scientific and Technological Advice, known as SBSTA65, and the Subsidiary Body for Implementation, known as SBI65, also meet there.

The COP, CMP and CMA review implementation of their respective instruments and can adopt decisions that develop and implement them. The subsidiary bodies prepare technical and implementation work. This structure matters because a headline about COP31 may refer to one of several formal bodies, a ministerial discussion, a Presidency event or an activity outside the formal negotiations. Those are not interchangeable categories.

The UNFCCC describes the formal process as collective decision-making involving negotiation and compromise. Civil society, businesses, researchers, media and other participants may take part through applicable channels, but a panel, announcement or public discussion is not the same thing as a decision adopted by COP, CMP or CMA Parties.

The formal COP31 agenda: finance, adaptation and institutional work

UNFCCC has published the COP31 provisional agenda and annotations as document FCCC/CP/2026/1. The document is labelled an advance distribution version, and agenda adoption is itself an item for the opening session. The proper description is therefore a published provisional agenda, not a final order of business or a record of decisions.

Finance has several named strands: long-term climate finance; the Standing Committee on Finance; reports and guidance involving the Green Climate Fund and the Global Environment Facility; the Fund for responding to Loss and Damage; and the seventh review of the Financial Mechanism. Listing an item means it is on the formal agenda. It does not disclose a new sum, settle a funding dispute or confirm a pledge.

Other published agenda items include the periodic review of the long-term global goal under the Convention and overall progress towards it, gender and climate change, certain proposals to amend the Convention, and administrative, financial and institutional matters. The agenda also provides for a high-level segment with statements by Parties and observer organisations.

This is why COP31 coverage needs two lenses. The formal agenda records issues governments are expected to consider under the treaty process. The public programme records themes chosen for dialogue and action-oriented events. Both can matter, but an announcement at a thematic forum does not automatically change treaty rules, and a formal agenda item does not predetermine a decision.

Presidency themes and the COP31 Action Agenda

The COP31 Presidency’s Action Agenda names ten priorities: clean energy transition and electrification; zero waste and methane reduction; climate-resilient cities; green industrialization; youth and education; food security; oceans and seas; dynamic and resilient health systems; Rio synergies; and the Climate Implementation Bridge. It identifies finance, technology and capacity-building as cross-cutting enabling conditions.

These Presidency priorities help explain the host programme. The published thematic plan includes energy and transport, zero waste, cities, finance and trade, education, technology, oceans and land, and implementation. The programme says thematic activities may include ministerial roundtables, panels, business forums, partnership announcements, workshops and dialogues; this is distinct from a decision adopted by UNFCCC Parties.

The Presidency presents the Climate Implementation Bridge as connecting priorities, investment and delivery and describes the Action Agenda as an implementation platform. As of 23 September, that stated purpose is not evidence of specific approved projects, financing agreements or delivered outcomes.

Türkiye hosts; an Australian representative is to lead negotiations

COP31 has a shared leadership arrangement. Türkiye will host the conference, including the World Leaders Climate Action Summit. The Türkiye-Australia Partnership Modalities state that a representative of Türkiye will be nominated for election as COP31 President at the start of the sessions, while that President is to assign an Australian representative as President of Negotiations.

The modalities give the Australian President of Negotiations responsibility for leading the COP31 negotiations, including consultations, draft texts and engagement with the UNFCCC on negotiations. Türkiye holds host-country operational and logistical responsibilities and responsibility for the COP31 Action Agenda. The two countries are to consult each other as they perform their roles.

Australia, with Pacific island countries, is also to support and set the Pre-COP agenda in the Pacific. The arrangement provides for a COP31 session focused on the climate-finance needs of Small Island Developing States and a platform for pledges to the Pacific Resilience Facility. It does not establish the amount, source or completion of any future pledge.

Blue Zone accreditation and Green Zone participation

The UNFCCC describes the Blue Zone as the authorised area accessible only to accredited participants. It is where official negotiations, the World Climate Action Summit, country pavilions, Presidency events, panels, round tables and side events are hosted. Access therefore depends on the relevant accreditation and registration rules, not simply on travel to Antalya.

The host’s Green Zone page describes an open, collaborative space for exhibitions, discussions, workshops and networking. It says organisations may apply to participate, startups may apply, and visitors may register to access Green Zone activity; it also says access requirements may vary. These are participation pathways, not a list of confirmed exhibitors, sponsors, visitors or programme items.

The conference page says registration is open through the UNFCCC Online Registration System for Parties, Observer States, UN organisations, intergovernmental organisations and non-governmental organisations, according to nomination and confirmation periods. The participant page says media registration is open. Registration availability does not guarantee attendance; anyone seeking participation or media access should rely on the applicable official instructions and deadlines.

What is confirmed, and what is not yet confirmed

Confirmed by the official material reviewed on 23 September 2026 are the 9–20 November conference dates, the Antalya EXPO Center venue, the five concurrent formal bodies, published provisional agendas, the 5–8 October Pacific Pre-COP, the scheduled 11–12 November Leaders’ Summit, the thematic-day plan and the Türkiye-Australia modalities. The COP31 session page also displays 09:00–18:00, without specifying a time zone.

Still pending are adoption of the agenda, election of the COP President, final detailed daily scheduling, the exact sequence of negotiating meetings, negotiating texts, decisions, participation totals, speaker lists, bilateral meetings and the outcomes of planned events. Green Zone applications and visitor registration routes do not establish an exhibitor roster or attendance figures. The official participant page expressly says information will be updated as it becomes available.

During the meeting, separate three kinds of news: a government statement, a Presidency announcement and a formal decision adopted by the relevant UNFCCC body. They can be connected, but they carry different institutional weight. Check the document title, body, date and actual wording before describing a discussion as an agreement or an intention as an outcome.

After the conference, documents to check include adopted decisions, final reports, official summaries and primary announcements naming parties to any arrangement. An update is needed if the UNFCCC changes the schedule, if the provisional agenda is amended, or once verified decisions and outcomes are published.
